The City of Birmingham, Alabama is seeking proposals for the study, design, and development of a landfill gas to energy (LFGE) project. The selected developer will be responsible for financing, designing, building, operating, and maintaining the LFGE facility. Proposals are due September 21, 2026. A non-mandatory pre-proposal conference and site tour will be held on July 31, 2026. The contract term is 20 years, with options for two 5-year extensions. The City will not guarantee landfill gas quantities or composition. The developer is responsible for obtaining all necessary permits and financing. The City reserves the right to review permit applications and construction documents. Protests must be submitted in writing no later than 10 business days prior to the proposal due date.

The developer must agree to make payments to the City of Birmingham based on metered quantities, measured quality of gas delivered, and/or based on some mutually agreed upon revenue-sharing arrangement.
Evaluation criteria include: Technical Approach (3. 0 weight), Project Team Qualifications (2. 0 weight), Financial Contract Approach (3. 0 weight), and Prior Project Experience (2. 0 weight).
Proposers must demonstrate professional credentials and expertise, including relevant experience on similar contracts and a minimum of three active LFGE projects using the proposed technology with associated contact information/references.
A non-mandatory pre-proposal conference and site tour will be held at 10:00 am CDT, Friday, July 31, 2026, at **** 47th Avenue North, Birmingham, AL ****.
Proposers shall notify the City of their interest in obtaining gas samples for analysis and shall be responsible for providing suitable containers, collecting samples, and any shipping and analysis costs.
Any potential proposer believing that this RFP contains restrictive specifications or any other improprieties may file a protest with the City. Such protest shall be received no later than ten 10 business days prior to the proposal due date and time.
Submission of inaccurate information may result in a determination of non-response and rejection of the proposal. Proposals received after the deadline will be rejected.
