Mutd reserves the right to reject nonresponsive submittals. Modifications of submittals will be considered only if received prior to the established deadline. Submittals received after the exact time specified for receipt will be considered nonresponsive. Submittals may be officially withdrawn only by a written request to Frank Kuhl prior to the response deadline. Mutd will not be responsible for any expenses incurred in preparing, submitting, or negotiating this proposal. All requests for clarifications, explanations, changes, substitutions, or approval of items equal to items with specified brand names must be submitted via email to Frank Kuhl no later than June 9, 2025. Mutd will provide a single written response to all properly submitted requests for clarification or approved equals as addendum on or before Wednesday, June 11, 2025. All addenda will be posted on the MUTD website at www. ***. *. * under the current solicitations tab. A completed addendum acknowledgement form (Exhibit A) shall be included with all proposals. Protest procedures are outlined in the document. All information contained in the submittal is subject to the state of Montana public disclosure laws. The proposal must contain a letter of transmittal, technical proposal, and required forms and certifications (Exhibit A). The technical proposal must address qualifications of the firm, past performance and quality of services, and response to scope of work. Pricing offers shall be provided on a not-to-exceed basis. Proposed fees shall be included in the offeror's response. The fee proposal form (Exhibit B) must be completed. Evaluations will be performed by a committee composed of MUTD staff. The evaluation criteria include overall quality of the proposal, qualifications of personnel, related experience, present and projected workloads, capacity to meet project requirements, and price. The selected firm will be prohibited from engaging in activities on behalf of MUTD that produce a direct or indirect
financial gain for the municipal advisor, other than the agreed-upon compensation, without MUTD's informed consent. The project schedule is subject to change. The project is being funded by the Federal Transit Administration and
Mountain Line reserve funds. TIFIA funding may be utilized.
