Sealed bids are requested for the
transportation of preschool special education children in Essex County for the ****
school year. Bids are due August 15, 2025, at 2:00 PM at the office of the purchasing agent. Bidders must submit executed noncollusion bid certificates and a certificate of compliance with the Iran Divestment Act. Additional documents, such as a vendor responsibility questionnaire, are required. Questions must be submitted in writing to ***@***. *. * no later than six days before the opening date. The contract term is from September 4, 2025, to June 26, 2026. Bids must be submitted on the provided bid sheets and no other forms will be accepted. The successful bidder must provide certificates of insurance with 30 days notice of cancellation. The county will be named as additional insured on the public liability and general liability policies. The low bid per route will be awarded the contract. A complete list of children and their schedules will be provided to the successful bidder. The contractor is responsible for providing and maintaining all safety seats and restraints. Each bus may require an adult aide-monitor, in addition to the driver, to assist with loading, unloading, and supervision of the students. The aide must give 100% attention to the preschool children. Bids must include an amount for an aide and without an aide. The contractor will invoice the Essex County Department of Public Health monthly for the services provided on a per child basis. The contractor is responsible for establishing routes and conducting trial runs for each route. A detailed route plan and map for each route will be submitted to the county before the commencement of services. If the
school district where the child resides closes due to inclement weather, that child will not be transported on that given day. The contractor will not be required to transport children during inclement weather conditions that adversely affect highway and street conditions so as to make them unsafe for travel. Any event that affects the contractor's ability to pick up and/or deliver a child to his or her proper destination within 15 minutes of the established schedules will require the contractor to notify the
school and Essex County Health Department. All buses must meet minimum requirements for
school-age children as established by the commissioner of
transportation. The carrier must have access to a handicapped wheelchair-accessible vehicle. The contractor shall indemnify and hold harmless the Essex County Health Department from and against any and all liability, claims, suits or demands of whatsoever nature and kind, arising out of the contractor's furnishing of the services, equipment and personnel. The contractor is solely responsible for the safety and welfare of each child being transported.
Transportation must be available for all eligible children on route. Children may not spend more than one hour and fifteen minutes on the bus traveling to or from
school. The contractor shall not deviate from a planned route or change the pick-up time of a child without prior notice to the parent of each affected child and without good cause shown. The amount to be paid by the county for the services rendered shall not be increased or otherwise affected by the number of vehicles, operators, and/or aides provided by the contractor. The contractor acknowledges and agrees that the compensation to be paid for the services rendered shall be based on a per route basis and not on a per vehicle, per operator, per aide or any other basis. transportation of any student in case of illness or other extenuating circumstances and reinstate them only when the parent notifies Essex County Health Department of the date the child shall return. The transporter shall not reinstate service on the authorization of the parent. When a c
