The vendor shall fabricate all components and have them ready for delivery within 32 weeks of approved submittals. Submittals shall be provided within 6 weeks from the award of contract.

Payment for purchases will be made according to state statute, in the month following delivery of materials, providing a properly detailed invoice has been furnished. The vendor shall bill the county at the following milestones: 5% when submittals are approved, 85% when materials are delivered, and 10% when system startup and training is completed.

The vendor warrants that all components of the enclosed flare package delivered hereunder shall be free from defects in material and workmanship, shall conform to all applicable specifications and shall be fit for the county's intended use. The warranty period shall begin at startup and be for a duration of 18 months.

The board reserves the right to reject any and all bids, to waive informalities in the bids, and to accept the bid of the lowest responsive, responsible bidder as it best serves the interests of the county.

Products used in the work of this section shall be produced by manufacturers regularly engaged in the manufacture of landfill gas handling, processing and combustion systems and with a history of successful production acceptable to the engineer. System shall be properly set up and tested by personnel regularly engaged in the startup of landfill gas handling, processing and combustion systems and with a history or successful startup acceptable to the engineer.

The bid is due by 04/23/2026 at 02:00 PM UTC-08:00 Pacific Time.

Proposals are due by 2:00 PM on April 27, 2026, at the office of the town manager, 500 Gliniewicz Way, Room 205, Abington, MA 02351. The town shall refuse to consider a proposal that is not received by the deadline.

The town shall make payment, minus any valid liquidated damages, to the contractor within 30 calendar days following submission of the invoice and a complete monthly report. The service fee covers the costs for all the contractors responsibilities under this contract.

The review committee will evaluate proposals based on the ability of the proposer to meet the specifications set forth in the terms, conditions, and specifications of this RFP and contract documents. The town will select the company that it believes offers the best all-round package for solid waste and recycling services, and is not limited to the lowest price offered.

Proposers must submit a technical proposal form containing minimum requirements, including contract manager contact information, evidence of ability to obtain a performance bond, and evidence of insurance coverage meeting or exceeding article 10 requirements. They must also affirm noncollusion and tax compliance.

Liquidated damages will be assessed for various performance standard violations, both prior to and during the term of the contract. Examples include failure to clean up spills, willful mishandling of receptacles, missed collections, and improper disposal of recyclables.

The bid notice does not mention the submission of samples.

The RFP does not explicitly state a deadline for challenging the bid process or award. However, questions by proposers must be submitted in writing by email no later than close of business April 17, 2026.
