This is a performance work statement (PWS) for law enforcement vehicle outfitting. The Bureau of Land Management (BLM) needs outfitting services for a 2025 Chevrolet Silverado. The contractor will provide complete outfitting services, including installation of emergency lighting systems, sirens, communication equipment, surveillance systems, storage solutions, safety equipment, vehicle graphics, and other specialized equipment. The contractor will also decommission existing vehicles and reuse parts where possible. The period of performance is expected to be completed by June 30, 2025. The government will transport the vehicle and government-furnished equipment to the contractor's place of business. Regular work hours are between 7:00 AM and 4:00 PM, Monday through Friday, excluding government holidays. Additional information regarding communications, federal holidays, and fire danger season is included in the PWS. The PWS also details specific tasks, including installation of indicated parts, vehicle exterior modifications, interior modifications, and prisoner transport cage installation. The PWS includes a Performance Requirements Summary (PRS) that outlines key performance indicators for evaluation. The contractor will be responsible for redoing the installation until the wires are done in a safe and neat manner. The vendor will communicate with the customer prior to installation of the indicated parts. The customer should receive a phone call or an email indicating desire to set a meeting to discuss the work.

The contractor is responsible for conducting work between **** and **** Monday through Friday, except federal holidays, at the contractor's location. Equipment installation, including testing, must be completed within 2 days of vehicle delivery. The contractor must develop and maintain a quality control program. The government will evaluate contractor performance according to a quality assurance surveillance plan. The contractor must be located within a 15-mile radius of Fort Belvoir, VA. Vehicles must remain at the contractor's location for the duration of the work. Security requirements for sharing, storage, and destruction of controlled unclassified information (CUI) must be adhered to. The contractor must provide a contract manager and an alternate. The contractor shall provide the government a binder with prices, pictures, and specifications of all required equipment and related products. All equipment must be installed undercover and inconspicuously. The contractor is responsible for any damage to vehicles while under their control. The government will inspect inventory vehicles prior to drop-off and upon pick-up. The contractor must report all suspected or confirmed terrorist activity and suspicious activity. Contractor personnel must be certified in the wiring of electronics for any equipment added to the emergency vehicles. The contractor shall return all communications equipment back to the unit after removal is complete. The contractor shall use undercover equipment, inconspicuously installed. All equipment shall be tested by designated government personnel prior to acceptance. The contractor shall provide owners manuals and other instruction documents (CDs) related to the operation, maintenance requirements, or features for all of the equipment installed on each vehicle. The contractor shall remove all equipment installed and return the vehicle to its pre-modification state when required. The contractor shall report labor hours via a secure data collection site (ECNRA). The deadline for reporting is October 31 of each calendar year. The contractor must enter initial data into the appropriate ECMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause.
