Proposals must be received no later than 2:00 PM CST on July 23, 2026. all proposals must be in the citys possession on or before the scheduled date and time no late proposals will be considered.

Proposers shall warrant that equipment furnished or work performed shall be free from defects in design, materials, and workmanship for at least twelve months from installation and initial operation, or the manufacturer's warranty, whichever is longer. The contract will be awarded to the proposer who provides the best value to the city, considering purchase price, experience, reputation, quality, and total long-term cost. in accordance with section **** of the texas local government code, the city seeks to contract with the best value proposer.

Proposers must provide sufficient information to demonstrate their qualifications to perform the work, including financial data and previous experience. To demonstrate qualifications to perform the work, each proposer must include with its submission written evidence, such as financial data, previous experience, present commitments and other such data that meets the best value considerations outlined in section **** of the texas local government code.

The required delivery date is 30 September 2026.

Award shall be made to East Penn Manufacturing Co. as the sole source vendor by providing a technically acceptable quote at a fair and reasonable price.

Responsible sources shall provide a price quote, total firm fixed price, discount terms, estimated delivery date, principal place of performance, and country of product origin.

Any quote submitted in response to this solicitation, which includes the vendors standard commercial terms and conditions may be considered a material defect and may be rejected as being non responsive to the solicitation.

Quotes must be received no later than 07/11/2026 at 09:00 AM Eastern.

Payment will be made by government purchase order net 30. Payment of the work is authorized to be submitted as work is completed but must be approved by the contracting officer first.

Quotes will be reviewed and awarded on a best value basis per the solicitation. The evaluation criteria for the quotes will be who meets all the technical requirements, who meets our deadlines and price.
