Plumber Government Bids & RFPs

Bids are due no later than 4 pm on June 24, 2026. Late submissions will not be accepted.

Payments shall be made within **** days of receipt of proper invoices for work completed the previous month. Vendor-consultants are advised that they must submit monthly invoices within 30 days after the month services were performed.

The proposal will be evaluated based on bidders past experience performance (30 points), bidders cost of services (30 points), bidders ability to undertake the entire scope of work (30 points), and bidders ability to comply with bid instructions (10 points). Riverbay retains the discretion to not award any contract or to determine in its sole judgment the lowest qualified bidder.

Bidders must be licensed plumbers and submit a completed Appendix B, Statement of Qualifications for Bidders, which includes details on past projects, financial information, and any legal or disciplinary actions. Failure to submit complete bid documents may result in disqualification.

There will be no penalty for late payments. However, failure to provide pricing for each line item or failure to submit the bid form, Appendix B, and references will result in disqualification.

Failure to provide pricing for each line item, failure to submit the bid form, Appendix B, and references, or submission of false or misleading information in the Statement of Qualifications can lead to disqualification or contract termination.

Submittals are due on or before June 29, 2026, at 9:45 a. m. local time. Submittals received after this time will not be considered.

Certified itemized invoices are to be submitted to the accounts payable department by the 10th of each month.

The award will be made to the firm which scores the highest number of points based on qualifications and experience (20 pts), past performance (20 pts), technical capabilities (20 pts), current workload (10 pts), and pricing (30 pts), and whose costs are deemed reasonable for similar work.

Proposers must have a professional engineer (P. E. ) licensed in Louisiana review plans, hold a current Class IV certified operator license in water distribution systems, and a state-licensed plumber with WSPS endorsement. They must also have five or more years of experience providing backflow prevention/cross-connection control services to government entities and provide three reference letters from governmental entities.

Failure to provide all required information, including the required signature page, may result in rejection of the submittal as nonresponsive. Proposals received after the closing date and time will not be considered.

Quotes must meet the required delivery date (RDD) or propose an alternative delivery date nearest to the RDD using expedited means.

Award will be made on the basis of lowest price, technically acceptable meeting or exceeding the acceptability standards for the noncost factor of technical capability.

Offerors must be registered in the SAM database and deemed responsible in accordance with FAR 9. 1. Their technical approach must be deemed acceptable.

Failure to provide required information, such as company information, price, manufacturer name, country of origin, or details about being a reseller, may result in your quotation being determined technically unacceptable.
