The 42d Contracting Squadron is seeking sources for the modernization, sustainment, and support of the Air University (AU) Student Information System (SIS). The scope includes establishing a governance framework, transformation and operational support, technical maintenance, training plan development, and detailed reporting. Key tasks involve implementing ITIL-based ITSM processes, providing Tier III support, managing SAP SIS enhancements, and ensuring system security. The contractor will also be responsible for developing and executing a training plan for new capabilities. The system must comply with DoD, Air Force, and Cloud One standards, be architected for high availability and disaster recovery, and utilize SAP S/4HANA with Fiori. Infrastructure must be managed as code (IAC) with a full DevSecOps CI/CD pipeline. A 12-month base period with four 12-month option periods is anticipated.

This is a notice of intent to award a contract extension for Acadia requirements under contract number HM047619C0002. The extension is to ensure continuity of services until a follow-on contract, Acadia II, is awarded through a competitive acquisition. The current contract provides test and evaluation (T&E) services, including image quality and utility assurance, production and maintenance of data quality standards, technical support for an independent enterprise verification testing environment, and development, operation, and maintenance of automated test tools in cloud and DevOps environments. No competition is being sought at this time, and this notice is not a request for competitive proposals. A solicitation will not be posted. However, responsible sources who believe they can meet the requirement may submit a capability statement with supporting evidence via unclassified email to the points of contact.

The state requires a dedicated DevOps platform that integrates with Salesforce to manage multiple sandboxes for development, QA, SIT, and UAT. Automated testing is essential for reliability. Vendors are asked to provide proposed solutions for a list of business, technical, support, security, and AI requirements. Responses should demonstrate how their solutions meet these requirements, including any features in development or alternative functionalities. The RFI also requests information on pricing models, project timelines, technical roadmaps, training and support plans, and risk mitigation strategies. Responses are due by April 16, 2026. All state data must remain in the United States, and access is limited to US-based onshore resources. Software applications from foreign adversaries are prohibited. The state will not pay for response costs.
