Cyber Security Assessme Government Bids & RFPs

The BWL reserves the right to reject any or all proposals, waive irregularities or technicalities in any proposal, and accept any proposal in whole or in part.

The government shall evaluate the offer in accordance with low price technically acceptable LPTA evaluation procedures in accordance with FAR ****.

Key personnel must meet specific experience and education requirements, including a minimum of three years of project management experience for the Contract Manager and a Bachelor's degree or equivalent experience plus five years of SIEM/SOAR experience for the Lead Sentinel Architect. Specific certifications are also required.

All work under this contract shall be performed via telework from the contractor's own facilities or other appropriate remote location. No performance is required to be onsite at a government facility.

Failure to submit required information/data and obtain required documentation or clearances will be grounds for denying access to U. S. installations, buildings, and controlled areas. If key personnel become unavailable and suitable replacement is not reasonably forthcoming, the contract may be terminated for default or convenience.

Proposals must be received by 2:00 PM ET on **** rfp responses must be received on or before the deadline date and time provided above to avoid disqualification.

Proposals will be evaluated based on: vendors background, ability to achieve engagement outcomes, project work plan, privacy security practices, personnel qualifications, use of subcontractors, and cost.

Vendors must be qualified firms with demonstrated experience conducting cybersecurity program assessments and maturity evaluations aligned to NIST CSF, ability to communicate effectively with technical teams and executive leadership, and relevant certifications.

Late proposals will be automatically disqualified. Communication with OPERS staff outside of the specified channels may result in disqualification.

Incomplete submissions, late proposals, communication with OPERS staff outside of designated channels, and failure to comply with RFP instructions may lead to disqualification.

The total engagement duration shall not exceed eight 8 weeks from the project kickoff meeting to delivery of the final assessment report and executive presentation.

The contractor must submit numbered invoices on a monthly basis specifying: property location, department, date of service, total dollar amount of each service provided, and purchase order when applicable. Invoices shall not be sent until all work is completed. The township reserves the right to withhold payment for any milestone until written acceptance is provided.

Proposals will be evaluated using the following criteria: Vendor experience and qualifications (20%), Technical approach and methodology (35%), Project team qualifications (10%), Cost proposal (25%), References (10%).

Vendors should demonstrate a minimum of five 5 years providing cybersecurity consulting services, experience conducting assessments for municipalities or public sector organizations, experience with Google platform, Microsoft 365 and hybrid cloud environments, and ability to provide qualified cybersecurity professionals. Preferred certifications include CISSP, CISM, CEH, GIAC, etc.

In case of default by the contractor, the charter township of washington may procure the articles or services from other sources and hold the bidder responsible for any excess cost occasioned thereby.

The township reserves the right to perform a site visit at the bidders place of business.

Alternate bids, unless requested by the township, or any changes, insertions, or omissions to the terms and conditions, specifications, or any other requirements of this bid, may be considered nonresponsive and may result in rejection of the bid.
