The IFB submittal deadline is July 06, 2026, at 3:00 PM EST.

Bidders must provide the appropriate discount percentage that would apply, if applicable, to prompt payments and the number of days 360 management must make those prompt payments to be able to take advantage of the discount.

The contract will be awarded based on the best interest of 360 Management, considering cost or price and other factors.

The contractor must demonstrate that they possess the experience, personnel and or equipment required to provide services of similar size and complexity.

The EPA may seek penalties of up to $37,500 per violation, per day for any contractor performing renovation, repair projects without the lead RRP certification.

Protests against the terms of a solicitation should be considered late if submitted after the due date for offers.

Bids will be rejected if the addendum is not timely submitted as stated.

The contract performance period includes a base ordering period of twenty-four weeks and 7 option periods consisting of twenty-four weeks each, from October 18, 2026, to June 22, 2030.

The contractor shall submit an invoice on a minimum monthly basis via the invoice processing platform IPP. Payment will be made for hours worked at the fixed hourly rate by labor category, including approved timesheets and HIMCFs.

The contract registered nurse must hold a current, unrestricted state nursing license, have passed the NCLEX-RN, and possess current American Heart Association BLS, ACLS, and PALS certifications. At least 1 year of experience in surgical service departments is required.

If services are not provided by contractor personnel, the PRSU reserves the right to procure such services from another source and deduct these costs and all administrative costs from payments due the contractor.

If at any point during the investigation process a contractor staff is deemed ineligible or found to have other than favorable suitability, the individual must be removed from providing services under this contract.

Proposals must be physically received by 2:00 PM on Friday, July 10, 2026. Postmarks are insufficient. all proposals received untimely will not be reviewed.

Selection shall be based on specialized expertise, capabilities, technical competence, resources, past performance, project management techniques, and handling of special projects. Proposals will be evaluated on experience, understanding of RFP, expertise, and budget.

Vendors must be licensed agencies employing graduates from an accredited school of nursing with an Alabama license. RNs and LPNs must have one year of verifiable nursing experience and be trained in first aid and CPR.

An intent to protest must be filed within five calendar days of the issuance of the solicitation or intent to award. A formal protest must be filed no later than seven calendar days from the filing of the notice of intent to protest.

Proposals may be deemed nonresponsive and disregarded if they do not satisfy RFP requirements. Late submissions will not be reviewed. Failure to maintain an adequate list of employees or provide timely administrative assistance can lead to contract cancellation.
