This is a sources sought notice, not a formal request for proposal or quotation, for planning purposes only. NIST is seeking information from vendors regarding their capabilities to provide a liquid chromatography triple quadrupole mass spectrometry system with specific technical requirements. The notice outlines the desired equipment specifications, including dimensions, weight, power consumption, temperature and humidity ranges, and performance metrics. The State of Vermont is seeking bids for a Liquid Chromatograph and Mass Spectrometer. Bidders must price the terms of this solicitation at their best pricing, including FOB delivery to the ordering facility. All equipment shall be delivered assembled, serviced, and ready for immediate use. The pricing policy must be clearly structured, accountable, and auditable, and cover the full spectrum of materials and/or services required. Bidders that have been awarded similar contracts through a competitive bidding process with another state and/or cooperative are welcome to submit the pricing. Bidders may offer substitutes to items identified by a manufacturer's number or brand. Bidders are requested to complete the environmental information form. Bidder-supplied samples may be requested. The manufacturer shall include a written warranty for each product. The state desires to reduce the use of chlorine in the products it purchases. Bidders are encouraged to provide alternative price quotations on wood or paper products that are derived from sustainably managed forestlands. Bidders shall provide products that earn the Energy Star and meet the Energy Star specifications for energy efficiency when applicable. Evaluations for vehicles and other fuel-consuming equipment shall consider not only fuel efficiency, but also the source and type of fuel. The bid should include a cover letter, technical response, and price schedule. Bids must be received by the due date specified on the front page of this solicitation.
