Vending Government Bids & RFPs

Proposals are due no later than 12:00 p. m. on Friday, August 14, 2026.

The contractor shall retain seventy-five percent (75%) of gross vending revenue, and the city shall receive twenty-five percent (25%). The city's share shall be remitted monthly within thirty (30) days after the close of each reporting period.

The contractor warrants and represents that the equipment, when delivered, shall meet or exceed all applicable standards and requirements of the Maryland Occupational Safety and Health Act and Maryland Retail Food Code.

Proposals will be evaluated using a best-value approach, based on the proposer's demonstrated ability to provide reliable, high-quality vending services that best meet the needs of the city.

The city of Takoma Park will evaluate proposals based on the proposer's demonstrated ability to provide reliable, high-quality vending services, including experience, project understanding, equipment and product offerings, maintenance and customer service, financial proposal, and innovation.

Inability to supply new machines as requested shall be considered breach of contract and grounds for termination.

Machines shall be subject to periodic inspections by City of Takoma Park staff. Any deficiencies identified during an inspection shall be corrected within the timeframe specified by the city.

Questions regarding this solicitation shall be submitted by email to the city no later than the deadline identified in the RFP timeline (Friday, July 31, 2026).

Failure to submit and complete the required material information on the living wage requirements certification will cause your proposal to be considered unacceptable and rejected.

Proposals must be received by August 31, 2026, 4:00 PM ET. The anticipated effective date of the contract is September 2026.

Payment shall be made within thirty 30 working days of receipt of goods and/or services and upon receiving an accurate invoice with acceptable documentation of completed work/delivery.

The award will be made based on technical criteria, with a maximum of 400 points for technical evaluation. Cost evaluation has 0 points. Oral presentations may be required for the top 3 highest scored offerors.

Offerors must be qualified, experienced, financially sound, and responsible, with sufficient qualified staffing resources, demonstrated experience, and appropriate financial resources. They must adhere to all applicable provisions of Kentucky Revised Statutes.

Penalties may include contract cancellation for non-adherence to brand standards, or for failure to cure defaults within specified timeframes.

Site visits are mandatory for proposals to be considered for award. The deadline for mandatory site visits is August 6, 2026, 4:00 PM ET.

Disqualification risks include violating communication restrictions, submitting proposals with non-conforming terms, failing to sign required documents, submitting unreasonable prices, or having undisclosed conflicts of interest.

Payment is to be made by purchase order or state purchasing card (PCard).

Awards shall be made to the lowest responsive and responsible bidder based on the submitted hourly rate.

Bidders must be factory trained and certified to work on Ventek, VenStation pay stations and provide written confirmation of qualifications. Contractors must be licensed to work on high voltage.

Failure to maintain qualifications triggers a price adjustment equal to the value of the preference applied and may constitute cause for debarment.

The total cumulative contract amount for parts, materials, equipment, services, repairs, installations, maintenance, troubleshooting, programming, and emergency work shall not exceed $250,**** during the contract term.
