This is a Request for Quotation (RFQ) for analytical testing services to analyze per- and polyfluoroalkyl substances (PFAS) in textile samples. The Consumer Product Safety Commission (CPSC) is seeking these services. The contract type is a firm-fixed-price Blanket Purchase Agreement (BPA) with a total limit not to exceed $250,000. 00. The period of performance is one year from the effective date. Testing includes total organic fluorine analysis and PFAS identification/quantification. Results are required within 30 days of sample receipt. Offerors must be registered in SAM. gov. Quotes are due by June 17, 2026, 12:00 PM EST. Questions are due by June 5, 2026, 12:00 PM EST.
Analytical results are required within 30 days from the contractor's receipt of the samples.
Payment will be made by the Consumer Product Safety Commission. Invoices shall be submitted through the Invoice Processing Platform (IPP).
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the responsible contractor whose quote is the most advantageous to the government, considering technical proposal, past performance, and price. Technical proposal is significantly more important than past performance and price.
Offerors must be registered in SAM. gov. The government reserves the right to deny an award based on negative feedback received in terms of performance or service.
The CPSC shall provide five textile samples initially, and then optionally between two and six solid textile samples at a time in later groups, up to approximately sixty samples in total.
The government reserves the right to reject a bid based on incomplete information. Failure to comply with contract terms and conditions may result in termination for cause.
The total limit for the Blanket Purchase Agreement (BPA) is not to exceed $250,****.
