This is a combined synopsis solicitation for a Blanket Purchase Agreement (BPA) for a Piaggio P180 Avanti aircraft and qualified flight instructors for qualitative evaluation flights at the U. S. Air Force Test Pilot School (USAF TPS) in Edwards, CA. The BPA will have a 5-year ordering period with an option to extend services by 6 months. The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to perform flight and instruction. The aircraft must pass a USAF TPS approved Subject Matter Expert (SME) inspection within the last 24 months, with all discrepancies corrected and documented prior to execution. Deliverables include briefing materials, aircraft operating manuals, and pilot/aircraft data. The contractor must comply with all applicable federal, state, and local laws, regulations, and standards, including environmental protection and security requirements. The period for questions ends on May 29, 2026, and offers are due by June 5, 2026. The acquisition is set aside for small business concerns.
The period of performance for this BPA is a 5-year ordering period with the option to extend services by 6 months.
The contractor shall provide payment terms, with Net 30 or discount specified. The anticipated magnitude of this effort shall not exceed $350,**** total for the entire period of 5 years per offeror.
Offerors are required to provide warranty information within their quote.
The government anticipates awarding a single BPA resulting from the RFQ to the responsible offeror whose quote is responsive to the RFQ and considered to be the best value. This is a competitive solicitation using best value in which competing offerors' technical performance and price will be evaluated to determine the award. Technical areas are more important than price.
The pilots shall possess a minimum of an FAA Commercial Pilot Certificate, type rating, letter of authorization or proper logbook endorsement, be current and qualified in aircraft type, have a minimum of 1,500 flight hours including 250 hours in type, and the instructor pilot must be an FAA certified flight instructor with at least 500 total instructor hours. Experience instructing at the USAF TPS within the past 5 years is required, or a USAF TPS staff member will fly an evaluation flight with the instructor pilot prior to flying with students. The aircraft must have current safety equipment certifications and be subject to inspection by government personnel.
Pilots found either partially or completely at fault in any aircraft or ground mishap may be considered unsafe and therefore disqualified to perform in any capacity of this contract. Failure to comply with requirements for returning credentials and vehicle passes may result in withholding of payment.
The period for questions regarding this RFQ will end at 4:00 PM PDT on May 29, 2026.
Pilots found either partially or completely at fault in any aircraft or ground mishap may be considered unsafe and therefore disqualified to perform in any capacity of this contract. Installation commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.
The anticipated magnitude of this effort shall not exceed $350,**** total for the entire period of 5 years per offeror.
