Proposals must be received by the Sewerage and Water Board of New Orleans Procurement Department by July 14, 2026, at 11:00 a. m. CST. Late proposals will not be accepted.

The board shall pay the proposer in accordance with the contracted prices. Payments will be made by the agency within approximately forty-five (45) calendar days after receipt of a properly executed invoice, and approval by the department or designee. Invoices submitted without the referenced documentation will not be approved for payment until the required information is provided.

The selection committee will first evaluate proposals on the basis of qualitative criteria rather than quantitative price. The selection committee shall first evaluate the proposals on the basis of criteria other than price.

Proposals should clearly demonstrate the proposer's qualifications to perform the needed services and attend all factors applicable in a professional relationship. Proposers must provide information about their company so that the board can evaluate the proposer's stability and ability to support the commitments set forth in response to the rfp.

A mandatory pre-bid conference will be held on June 23, 2026, at 10:00 am CST at the SWBNO Administration Building, 625 St. Joseph St. Executive Boardroom, New Orleans, LA **** failure to attend the mandatory preproposal conference will be disqualified from presenting a bid submission.

Breaking the established prohibition on communication may result in a disqualification of the proposal.

Bids must be received by the Sewerage and Water Board of New Orleans Procurement Department by June 30, 2026, at 11:00 AM Central Time.

The contract may be awarded to a single bidder or separate bidders, whichever appears to be in the best interest of the board. If two or more bids are received equal in amount and lower than any other bid, the board reserves the right to evaluate and decide which bid will be accepted. All other conditions being equal, preference will be given in accordance with LA. R. S. 38:2184.

Bidders must complete all required attachments. Failure to complete and submit required documents and attachments shall result in the bid being deemed nonresponsive. Bids on forms other than those provided will not be considered.

If a bidder withdraws their bid after the bid due date and time and/or the bid opening time, the withdrawing bidder will be prohibited from resubmitting for this ITB in accordance with LA. R. S. 38:2214D1.

A non-mandatory pre-bid conference will be held on June 15, 2026, at 11:00 AM at the Sewerage Water Board Administrative Building, Procurement Conference Room, Rm 131, or via teleconference.

Any manufacturer or their representative who intends to bid a product or products that is not approved by the board must provide samples for approval to Mr. Jason Garner, Central Yard, **** Peoples Avenue, no less than ten 10 days prior to the scheduled bid opening date. Brochures will not be considered sufficient.

Any formal protest against the recommendation of award must be submitted in writing to the Procurement Director, Cashanna K Moses at ***@***. *. * according to the board's policy 83R: Procedural Rules for Bid Appeals.

Proposals are due on July 8, 2026, at 11:00 a. m. Central Time. Any bids received after the specified time will be rejected.

Applicable state and local sales and use taxes for purchase of materials and supplies furnished under this contract shall be paid by the contractor. Such taxes shall be included in the lump sum bid for the work of this contract.

In evaluating bids, owner will consider whether or not the bids comply with the prescribed requirements, and such alternates, unit prices, and other data, as may be requested in the bid form or prior to the notice of award.

In order to perform public work, bidder and its subcontractors, prior to award of contract or as otherwise required by the jurisdiction, shall hold or obtain such licenses as required by state statutes, and federal and local laws and regulations.

In case of delay in the completion of the contract beyond the contract time of completion as determined by the board hereby agree to pay, as liquidated damages, the sum of two thousand dollars $2,**** for each calendar day of such delay, which liquidated damages shall become due by the mere elapsing of the delay without the necessity of putting in default.

It is responsibility of each bidder before submitting a bid to visit the site to become familiar with the general, local, and site conditions that may affect cost, progress, and performance of the work.

The deadline for inquiries is on June 17, 2026, at 5:00 p. m. Central Time.

Bid envelopes received with no contractor license number will not be opened and will automatically be rejected and considered nonresponsive.
