The City of Upland is soliciting proposals for
security guard services at the Metrolink station from July 1, 2025, to June 30, 2028, with a possible 5 one-year extension options. Proposals are due by 5:00 PM on Thursday, May 1, 2025. The proposal must include required documents (authorization, proposer's information, references, insurance certificates, non-collusion affidavit, certification of nondiscrimination, addenda receipt acknowledgment, certification labor code, proposal summary sheet,
security guard services schedule pricing). The successful vendor must have a current private operator's number/private patrol permit from the California Department of Consumer Affairs, Bureau of
Security and Investigative Services, at least five years of continuous professional experience in providing and managing
security services in similar settings, and no record of unsatisfactory
performance.
Security guards must be registered with the California Department of Consumer Affairs, possess a valid California driver's license, be at least 21 years old, trained and certified, and have at least three years of continuous professional experience. The vendor must provide electronic patrol tour verification devices, flashlights, batteries, cell phones, radios,
security vehicles, reporting forms, and other supplies needed to perform duties. Daily activity reports, incident reports, and other written reports are required and must be submitted with monthly invoices. The city reserves the right to reject any or all proposals.
