Warehousing Government Bids & RFPs

The contract includes a four-year base period (November 1, 2026 - October 31, 2030), a five-year option period (November 1, 2030 - October 31, 2035), and an option to extend for up to six months (November 1, 2035 - April 30, 2036).

Payment will be made according to the prompt payment act (31 ****) and regulations at 5 CFR part **** must be submitted to the designated address and include required information. Electronic invoicing via Wide Area Workflow (WAWF) is the standard method.

The contractor warrants that items delivered are merchantable and fit for the particular purpose described in the contract. The contractor will not be liable for consequential damages resulting from defects in accepted items, except as provided by an express warranty.

Offerors must register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). Personnel performing work at federally controlled facilities require specific security clearances and investigations.

The contract includes clauses for termination for cause and default, which may result in liability for the contractor. Failure to comply with security requirements or other contract terms can lead to removal of personnel or contract termination.

A site visit is mandatory. The date will be listed in the solicitation. Offerors must submit the names of attendees in writing to the contract specialist via email.

Risks include failure to obtain required security clearances for personnel, non-compliance with environmental, safety, or security directives, and failure to maintain fuel quality or inventory accuracy.

The evaluation approach includes technical aspects, specifically a contingent lease agreement or equivalent document.

A contingent lease letter or equivalent is required with the offer submission to ensure no surprises when the government seeks to physically look at potential new warehouse site.

Site visits are mandatory and must be pre-scheduled and coordinated. No unannounced or unscheduled site visit is permitted.

Delivery must be made as ordered and in accordance with the terms of the contract. Unless otherwise specified in the bid specifications, delivery shall be made within thirty calendar days after receipt of a purchase order by the contractor.

The contractor shall not process a transaction for payment through the credit card clearinghouse until the purchased products have been shipped or services performed.

In the event two offers are found to be substantially equivalent, price shall be the basis for determining the award recipient.

The contractor must be prepared, if requested by the commissioner, to present evidence of experience, ability and financial standing, as well as a statement as to plant, machinery and capacity of the manufacturer for the production, distribution and servicing of the product bid.

The commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract.

Bidder may be disqualified from receiving awards if bidder, or anyone in bidder's employment, has previously failed to perform satisfactorily in connection with public bidding or contracts.

Interested parties must be able to comply with all applicable U. S. and Italian laws, codes, and safety regulations.
