This is a Request for Bid from the City of Saint Paul Public Works Department for 2025 Alley Reconstruction/Improvement Codes **** are due by 2:00:00 PM Central Time on April 30, 2026. All projects of $25,000 or more require adherence to prevailing wage rates, including weekly payment of prevailing rates and fringe benefits. Workers shall be compensated at not less than one and one-half times the basic rate of pay for overtime. Prime contractors are responsible for employing subcontractors with certified eligibility and ensuring businesses are not debarred or suspended. Prevailing rates schedules and notices must be posted on the job site. Prime contractors and subcontractors must submit contractor profile forms and identification. Weekly site logs and updated subcontractor identification are required. Payrolls must be certified and submitted using lcptracker within seven days after the payroll period. Non-working weeks must be recorded. The city may hold up payment if payroll is not up to date. Self-employed and partnership contractors must submit bona fide status documentation. Apprentices and trainees are allowed to work at a lesser rate if registered in approved programs, with specific ratio requirements. Cleaning and demolition performed during construction are subject to prevailing wage provisions. All timekeeping records must be kept for two years. Independent truck owner-operators must be paid according to Minnesota Department of Labor and Industry truck rental rates. Monthly trucking reports must be submitted.
