This is a solicitation for Statements of Qualifications (SOQ) for Coastal Engineering and Consulting Services on an as-needed basis for miscellaneous projects throughout Jefferson Parish. The contract period is for the remainder of a three-year term, terminating on April 5, 2028, with a maximum annual allowable fee of $500,**** per project. Firms currently approved should not respond. Services may include civil, hydraulic, hydrologic, environmental, mapping, and CAD support, encompassing planning, permitting, design, bidding, construction administration, and related supplemental services. Supplemental services may include surveying, bathymetric, and geotechnical services. Compensation will be on an hourly rate or fixed fee basis. Minimum requirements for selection include having at least one principal and a professional in charge who are licensed professional engineers in Louisiana with specific experience. Evaluation criteria include professional training and experience, firm size, capacity for timely completion, past performance, principal office location, absence of adversarial legal proceedings with the parish, and prior successful project completion. Firms must submit a Statement of Qualifications (TEC Professional Services Questionnaire) and identify all subcontractors. Affidavits and insurance are not required with the SOQ but will be submitted prior to contract approval. Protests relating to decisions by the evaluation committee or council shall be brought before the 24th Judicial Court. Submissions must be received electronically by the SOQ submission deadline. Late submissions will not be accepted.
The deadline for submissions is 3:30 p. m. , May 29, 2026.
Compensation for required design services will be made on an hourly rate basis or a fixed fee basis, or a combination of both, depending on scope and complexity of the work. The parish reserves the right to determine the method of payment hourly or fixed for each individual assignment.
The following criteria shall be used to evaluate each firm submitting a statement of qualifications: 1 Professional training and experience in relation to coastal engineering (maximum 35 points), 2 Size of firm (maximum 20 points), 3 Capacity for timely completion of newly assigned work (maximum 20 points), 4 Past performance (maximum 10 points), 5 Location of the principal office (maximum 15 points), 6 Adversarial legal proceedings between the parish and the person or firm performing professional services (maximum 15 points), 7 Prior successful completion of projects of the type and nature of the engineering services (maximum 15 points). Each firm's lowest and highest score shall be dropped. Only those persons or firms receiving an overall cumulative score of at least seventy 70 percent or greater shall be deemed qualified.
The persons or firms under consideration shall have at least one 1 principal who is a licensed, a professional engineer in the state of Louisiana. The persons or firms under consideration shall have a professional in charge of the project who is a licensed, registered engineer in the state of Louisiana with a minimum of five 5 years experience. The persons or firms under consideration shall have one 1 employee who is a licensed professional engineer in the state of Louisiana in the applicable discipline involved.
Protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th judicial court.
If the person or firm fails to provide accurate and detailed information regarding legal proceedings with the parish, including the absence of legal proceedings, the person or firm shall be deemed unresponsive with regard to this category, and zero 0 points shall be awarded.
The maximum annual allowable fees are $500,**** per project.
