The Costa Mesa Sanitary District is seeking proposals from qualified civil engineering firms for design services for their headquarters parking lot. The project includes general civil, landscaping, lighting, electrical, and ADA improvements. The estimated budget for the scope of service is $50,000. The deadline to submit proposals is May 7, 2026, at 10:00 a. m.
Invoices shall be submitted to the district monthly as performance of the services progresses, and the district shall review and pay the approved charges on such invoices in a timely manner.
Award shall be based on a best value evaluation, with criteria including cost, responsiveness to RFP, qualifications and experience, references and previous performance, ability to provide services and depth of staffing, and the firms key team members distinguishing characteristics.
Proposals must be clear, concise, complete, well organized and demonstrate both firms qualifications, and its ability to follow instructions.
A walkthrough of the project is not mandatory to submit a proposal, but it is highly recommended that firms schedule a walkthrough to understand the scope of the project. Walkthroughs are scheduled for April 6 and April 15 at 10:00 am, and no job walks will be scheduled after April 22, 2026.
Clarification requests must be directed via email and received no later than 2:00 p. m. on April 23, 2026.
There is approximately $50,000 in the budget to perform the scope of service.
