Proposals are due by 3:00 PM MT on August 14, 2026.

The city pays undisputed invoices on net 30 days from the date of invoice submittal.

The ideal professional will have prior, documented experience leading a multidisciplinary team through the design and development approval of an infill project within the City of Fort Collins. The principal professional engineer for each discipline must be registered in the state of Colorado.

Proposals not submitted by the designated opening date and time will not be accepted. Proposals that do not conform to page limit requirements may be rejected.

Bids will be accepted until August 11, 2026, at 11:00 AM. Any bidder attempting to deliver after the opening time and date will be refused.

The City of Rockford intends to comply with the local government prompt payment act. The awarded vendor will be paid upon submission of invoices to: City of Rockford Accounts Payable, 425 East State Street, Rockford, IL ****.

The city generally awards contracts on a lump sum basis. However, the city may choose to award a contract to more than one proposer. The city reserves the right to accept or reject any or all bids or proposals at any time, for any reason, including but not limited to the Rockford City Council not appropriating sufficient funds to purchase equipment or complete the contract. The city may make awards in any manner deemed in the best interest of the city.

Vendors must complete the Equal Employment Opportunity Certification. Failure to sign this certification will result in disqualification of vendor's bid or proposal.

Failure to comply with W9 request for taxpayer identification number and certification will be considered a violation of contract terms, for which the city may bar vendor from bidding for a period of up to three 3 years. Failure to furnish the required bond within the time specified may be cause for rejection of the bid and any bid deposit may be retained by the city as liquidated damages and not as a penalty.

Firms wishing to protest proposals or awards shall notify the central services manager in writing within seven 7 days after the proposal opening.

Failure to complete the city's required Equal Employment Opportunity Certifications or vendor and subcontractor workforce data forms will result in disqualification of vendor's bid or proposal. Late bids and proposals will not be accepted and will automatically be disqualified from further consideration.

The final completion date for this contract is November 28, 2026.

An optional pre-bid meeting will be held on Wednesday, July 29, 2026, at 2:00 p. m. CDT at District Headquarters Boardroom, **** South Kirk Road, Suite 320, Geneva, IL ****.
