Request for proposals for professional services to provide home and community-based services for individuals with intellectual and developmental disabilities. Proposals are due by September 30, 2026, at 1:00 PM EDT. Questions are due by July 16, 2026. All submissions must be made through the euna procurement portal. Vendors must agree to state-established fee-for-service rates. The contract term is one year with four one-year extensions. Vendors must comply with all applicable state and federal laws and regulations.

Payments for services will not be made in advance of work performed. The state may require a holdback of contract monies until acceptable performance is demonstrated, up to 25%. The vendor will provide a warranty that deliverables will function as designed for at least one year from the date of system acceptance. The vendor must correct any setup, configuration, customizations, or modifications at their expense to meet state requirements. The contract will be awarded to the vendor whose proposal is most advantageous to the state, considering evaluation factors. Vendors must provide proof of Delaware licenses/certifications, proof of state of Delaware business licensure or initiation of the process, completed attachments, proof of insurance, copies of provider qualification letters, and a completed supplemental questionnaire. Provide delaware licenses andor certifications necessary to perform services as identified in the scope of work.
The state may include liquidated damages provisions for nonperformance in the final contract. The state of delaware may include in the final contract liquidated damages provisions for nonperformance.

Protests based on omissions or errors must be brought to the attention of the designated contact in writing at least ten calendar days prior to the proposal opening. Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten 10 calendar days prior to the time set for opening of the proposals.
Proposals may be rejected for failure to respond to requests for information, submitting after the deadline, nonconforming proposals, or if the vendor has been convicted of certain offenses indicating a lack of business integrity. Failure to respond to any request for information within this proposal may result in rejection of the proposal at the sole discretion of the state.
