Cole County is seeking property tax payment services. Submissions are due by August 31, 2026, 3:00 PM CT. Services include online bill presentment, payment processing, taxpayer communications, and integration with the devnet tax system. Questions are due by August 24, 2026, 3:00 PM CT. Award will be based on best overall value. The contract is expected to start September 25, 2026, with options for renewal.
The contract is intended to commence on September 25, 2026, with an initial period of one year and options for three additional one-year renewals.
All onetime, recurring, transaction, and passthrough prices and fees must be clearly stated and remain firm. Settlement is gross or net, with fees clearly identified.
Award shall be made to the responsible respondent whose response is determined to provide the best overall value to Cole County, based on evaluation criteria including taxpayer experience, devnet integration, implementation, references, and pricing.
Respondents must provide a single, integrated, cloud-based ebpp platform, three references from comparable county tax clients (one with devnet integration), demonstrate a process for increasing taxpayer use of electronic communications, and provide evidence of PCI DSS Level 1 validation, Nacha compliance, and independent security audits.
In case of default by the bidder or contractor, Cole County will procure services from other sources and hold the bidder or contractor responsible for any excess costs.

Respondents directly contacting other county employees risk elimination from further consideration. Failure to examine relevant documents or provisions may not relieve the respondent from obligations.
