Bid for quarterly publications of MHCC magazine. Quotes are requested for Fall 2025 through Summer 2028. The successful vendor will be responsible for all postal service paperwork related to an individual mailing. The vendor will provide mail detail to MHCC along with receipt of mailing from USPS. The magazine must be delivered by the specified dates. MHCC will provide the approved periodical permit and the postage on account with USPS. Preference shall be given to materials manufactured or produced in the state of Oregon and next preference shall be given to materials partially manufactured or produced in the state of Oregon. The job will be awarded to the bidder providing the best value based upon price, quality, experience, and vendor location. MHCC reserves the right to determine which bidder is the lowest responsible bidder. A purchase order will be issued to the successful vendor. Late bids shall be kept, but not considered for award. Publications must be delivered no later than 10 a. m. on the dates specified. Digital files must be submitted by specific dates. A full-color proof must be provided to MHCC before printing. Electronic corrections in excess of one hour will be performed by MHCC in consultation with the successful bidder. Mail dates will be no more than 3 working days after printing.

The protest must request resolution under that program and be sent to the address below. The National Guard's protest decision goal is to resolve protests within 35 calendar days from filing.
