The tender seeks the purchase and installation of layer one infrastructure renovations and upgrades to Building 149
Network Control Center (NCC) at Whiteman Air Force Base, MO. The project is turnkey, with the Air Force providing only escort personnel as needed. The contractor is responsible for all services, supplies, transportation, equipment, test sets, tools, materials, labor, supervision, management, and incidentals, adhering to industry standards (TIA/EIA, BICSI, NFPA 70, 76, NEC, IEEE). A complete milestone schedule, including start and completion dates, is required within 30 days of contract award. The contractor must coordinate with the 509th Communications Squadron Planning and Implementation Office (509 CSSCXP) for storage, staging, and escort scheduling. A System Installation Plan (SIP) is required 30 days prior to installation, and must be approved by the 509 CSSCO. The contractor must comply with established security procedures, including a favorable national agency check and a valid secret security clearance. The contractor must provide a safety plan approved by the contractor's safety coordinator, meeting OSHA standards. All damage to government property must be reported and repaired at the contractor's expense. The warranty period starts from the date of system acceptance (AF Form 747). The contractor must provide written procedures and required information for warranty services. A list of materials (with part numbers) must be included in the proposal. Weekly status reports are required. As-built drawings (native Microsoft Visio compliant) and a quality
