Proposals are due by Monday, August 31st at 8:00 am.

Terms of reimbursement and compensation will be determined in the contract. Costs not included in the budget proposal are not eligible for payment unless pre-approved by WRC.

The evaluation process will include individual committee member evaluation of each proposal and presentation, followed by committee discussion and formal recommendation of awardees. References will be contacted prior to making formal awards.

Prospective candidates must complete the general application questionnaire and provide a clear and comprehensive plan for achieving the deliverables, description of experience and qualifications, budget estimate, and 3 professional references.

The final recommendation of the SDP Local Advisory Committee will be submitted for approval by the WRC Executive Director and is not subject to appeal by any applicant.

Any information withheld or omitted, or failure to disclose any history of deficiencies or client abuse shall disqualify the applicant from an award of the project and/or contract. Any proposal that deviates from the submission instructions may be disqualified.

Proposals must be physically received by the designated office prior to the time and date specified in the notice to bidders. The timedate stamp machine located in the purchasing office shall serve as the official master timepiece. Bids and proposals received after the exact time and date specified will not be considered and will be returned to the bidder unopened. The bidder assumes all responsibility for timely delivery, regardless of the method of shipment chosen including courier services, usps, or handdelivery. Invoices must be itemized to match approved bid proposal price sheets and accompanied by all mandatory backup documentation. The city reserves the right to withhold payment on disputed invoice portions. Violation of the cone of silence policy constitutes a material breach and shall result in immediate disqualification. Offerors must have a minimum of 10 years of professional event planning and production experience, with a proven track record of executing public events of at least 5,000 attendees. They must also demonstrate experience managing comparable events, technical production, artist relations, subcontractor coordination, audience services, and event marketing. A project manager with minimum 4 years of relevant experience is required, and key staff must have sufficient fluency in English. Offerors must be registered in the SAM system.

Failure to be registered in the SAM system prior to proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.
