This solicitation is for a repair of analog voice products hardware and perpetual license software. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. Government source inspection (GSI) is required. The repair turnaround time (RTAT) is 442 days. Price reductions will be applied for any delays exceeding the RTAT. The contractor must accurately report all transactions within 5 business days of receipt, and the action date in the Commercial Asset Visibility (CAV) system must reflect the actual date of physical receipt. The contractor must obtain final inspection and acceptance by the government for all assets within the RTATs established in this contract. Any asset for which the contractor does not meet the required RTAT will incur a price reduction per unit per month the contractor is late. The government is seeking a repair turnaround time (RTAT) of 442 days. Verify nomenclature, part number, and NSN prior to responding. NAVSUP does not accept evaluation only quotes. Your quoted price must be for the full repair. All freight is FOB origin. The resultant contractual delivery requirement is measured from asset return to the date of asset acceptance under the terms of the contract. For purposes of this section, return is defined as physical receipt of the F condition asset at the contractor's facility as reflected in the action date entry in the Commercial Asset Visibility (CAV) system.

The Marine Corps University requires specific Microsoft 365 licenses. The acquisition is determined to be a sole source due to brand name, exclusive licensing agreements, and urgency. The required base delivery/performance start date is within 60 days of award. Funding will come from Marine Corps Operations and Maintenance (OM) appropriations for a one-twelve month period of performance. No other products possess the necessary capabilities or the ability to integrate rapidly into existing environments, its reliability, security, and extensive capabilities.
