Payment will be made monthly in arrears upon receipt of a properly prepared invoice submitted electronically via the Tungsten Network system. Invoices must include dates of service, description of services, invoice number, date, contract number, and obligation number.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The government may terminate this contract, or any part hereof, for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions.

The contractor must comply with all provisions of the employee notice and related rules, regulations, and orders of the secretary of labor. Failure to comply may result in contract termination or suspension, and the contractor may be suspended or debarred.

Services shall be performed by individuals with demonstrated knowledge and competence in servicing and maintaining the specified equipment. Repair technicians must be fully trained and experienced, with a minimum of 5 years of experience in maintaining the equipment. The contractor must provide medical equipment and services provider licenses/certificates. Award will be made to the responsible small business offeror whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technical capability is more important than price. Relevant experience, quality control data reporting, and schedule capacity are of equal importance and, when combined with technical capability, are significantly more important than price.

Offerors must demonstrate technical capability and relevant experience in molecular laboratory services involving cyanobacteria, harmful algal bloom samples, environmental DNA/RNA extraction, ddPCR, RTddPCR, qPCR, sequencing, or similar molecular analytical services. A technical capability statement, proposed laboratory method summary, chain-of-custody and sample handling approach, and deliverable/data package approach are required.

The contractor shall receive and document USGS-provided cyanobacterial mat samples using chain-of-custody procedures.
