If a machine remains inoperative for more than 24 hours, damages are assessed at 1/30 of preceding average three-month CPRR billings per day of downtime. the contractor shall be assessed damages at the rate of 130 of the preceding average threemonth cprr billings times the total number of days certified as downtime
