Ecover at Los Alamos National Laboratory is developing a low-cost, chemically and mechanically durable hydrocarbon-based membrane as an alternative to PFAS membranes used in fuel cells and electrolyzers. The new membrane aims to match the performance and reliability of PFAS alternatives while being chemically safe and more durable. The technology offers advantages such as lower capital and operational expenditures, reduced corrosion, and increased lifetime in end-use devices. The company is currently sourcing materials for its first MVP and plans to validate mechanical and chemical properties by mid-May. The next step is to partner with an entity capable of validating the membrane at the stack level. The market for PFAS membranes in hydrogen fuel cells and electrolyzers is significant and growing, with potential for disruption.

The Port of Bellingham is seeking consulting firms for energy transition planning, including electrification and alternative fuel scenarios. Proposals are due by March 27, 2026, at 5:00 PM PT. The project aims to develop a comprehensive energy transition plan for maritime and industrial facilities, supported by EPA funding. The contract is anticipated to start in May 2026 and be completed by October 31, 2028. The consultant will work with port staff, the National Lab of the Rockies, and stakeholders. The project includes tasks such as energy system resilience assessment, emissions inventories, transition scenario development, stakeholder engagement, and workforce development assessment. The consultant team should demonstrate expertise in port energy transition planning, baseline energy and emissions inventory development, lifecycle analysis, technoeconomic analysis, and federal grant management. The project will be managed through the port's sustainability program and will move forward several key goals from our 2023 climate action strategy. The port is the largest property owner and harbor facility in Whatcom County. The project will result in a data-driven and community-influenced energy transition plan. The project will assess the emission categories with the greatest impact and result in a ranking of areas with the greatest potential for long term emission reduction and energy transition to a resilient, clean energy consumer and producer. The project will also create more short and longterm community collaboration opportunities. The port has performed and successfully completed more than 20 federally funded grant projects in the past 3 years. The project will be located at the Bellingham Shipping Terminal in Bellingham, WA, ****, in Whatcom County. Whatcom County is also listed on the Clean Ports Program nonattainment community county list due to diesel particulate matter. The port engages the community in project as a standard practice, and this project will help strengthen that with our already engaged community. The port will continue to evaluate opportunities for more community advisory committees or other standing forum for twoway engagement that includes representation from local residents andor local community groups. The port is committed to building on the emissions inventories conducted for scope 1 and 2 emissions for calendar years 2019, 2022 and 2023. The port will assess relevant workforce opportunities associated with its clean energy transition, and lead the development of a workforce assessment report. The port economic development team will spearhead efforts to establish talent pipelines tailored to the specific needs of the maritime industry. The port will provide project leadership, including data coordination, public outreach support, progress monitoring and deliverables harmonized by Adrienne Douglass-Scott, Sustainability Program Manager. The port is no stranger to administering and implementing federal grants, as well as reaching critical milestones for fund obligation and project delivery. The port will likely have different contracts to work with more than one contractor for the contractual tasks, based on the project locations. All contracts will be bid according to the ports purchasing guidelines, which are compliant with Washington states revised code of Washington RCW and authorized by the ports commissioners.
