The solicitation is for the DesignBidBuild **** 10th Marines Maintenance and Operations Complex at Marine Corps Base Camp Lejeune, North Carolina. The project includes constructing a maintenance and operations complex. The contractor must begin performance within 15 calendar days and complete it within **** calendar days after receiving the award notice. Sealed offers are due by 2:00 PM local time on November 20, 2025. The government will evaluate price and nonprice factors, including corporate experience, management approach, safety, past performance, and small business utilization. The government intends to evaluate proposals and award a contract without discussions with offerors except clarifications. The government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract. The government will evaluate price based on the total price for the project. The offeror must submit a bid bond in the amount of 20% of the total project bid price or $3 million, whichever is less. The government will evaluate the likelihood of success in achieving the small business objectives of this acquisition. The contractor's technical proposal, including revisions and amendments, made prior to contract award and a copy of which is in the possession of both parties, will be incorporated into this contract upon award by reference with the same force and effect as if set forth in full text. All inquiries must be submitted in writing and received by the contract specialist fourteen 14 calendar days prior to the solicitation closing date. The government will make progress payments monthly as the work proceeds. The contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen percent 15 of the total amount of work to be performed under the contract. The contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the contracting officer, within the time period specified in the bid guarantee provision of the solicitation, or otherwise specified by the contracting officer, but in any event, before starting work.

If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of 8,**** for each calendar day of delay until the work is completed or accepted.
