The City of Seaside is seeking proposals from qualified firms to provide objective, independent municipal advisory services. Services include transaction-specific financings, broader fiscal strategy, revenue stabilization, capital financing, debt affordability, development-related infrastructure funding, and communication. Proposals are due by July 31, 2026. The engagement is anticipated from September 3, 2026, through June 30, 2028, with an option to renew.
Sealed written responses must be received by the Finance Director no later than Friday, July 31, 2026, at 5:00 PM. Late submission of responses shall not be considered.
The city agrees to pay the consultant monthly, based on actual time spent on tasks, not to exceed the agreed-upon amount for the total term. Payment shall be made within 30 days of receipt of each invoice for non-disputed fees.
Firms will be evaluated on responsiveness, organization, clarity, demonstrated understanding of the scope of work, municipal advisory experience, qualifications of personnel, understanding of Seaside's fiscal condition, proposed approach, work plan, deliverables, communication approach, fee proposal, references, and interview performance.
Qualified firms will be registered as municipal advisors with the Securities and Exchange Commission (SEC) and the Municipal Securities Rulemaking Board (MSRB). Proposals must demonstrate the qualifications of the firm and the particular staff to be assigned.
A proposal may be considered nonresponsive if it is conditional, incomplete, or contains alterations. Late proposals will not be accepted. Failure to comply with agreement provisions can constitute a default.
