The most technically qualified firm will be selected for each task order in accordance with EP **** of an AE firm under this IDC will be based on qualifications among those who have been awarded this IDC.
Substitute personnel qualifications shall be equal to, or greater than those of the personnel being substituted.
If the government KO and COR determine that proposed substitute personnel are unacceptable, or that the reduction of effort would be so substantial as to impair the successful performance of the work under the contract, the contractor may be subject to default action.
