The deadline for proposal submittal is April 22, 2026, at 3:00 p. m. Pacific Time. Proposals are to be submitted electronically via email. The email datetime stamp will be proof of receipt, and late proposals will not be considered.

The City agrees to pay the consultant a sum not to exceed a specified amount for services rendered. Invoices are to be submitted no more than once a month, and the City shall have 30 days from receipt of a compliant invoice to pay. Final payment of the last 10% is due within 60 days after completion of services and submittal of a final invoice.

Proposers must demonstrate understanding of the RFP objectives, project needs, appropriate deliverables, and schedule. They must also showcase technical expertise, a strong project management approach, an adequate staffing plan with qualified personnel, and an ability to meet or exceed local business preference goals.

The contract includes provisions for penalties related to public works requirements, specifically for violations of hours of labor regulations (25 for each worker per day) and for failure to pay prevailing wages (determined by the labor commissioner). Failure to comply with the Living Wage Ordinance can result in fines up to $5,000 and/or termination of the agreement.

The RFP does not require the submission of samples.

Questions regarding proposal requirements are due by Friday, April 3, 2026, at 5:00 p. m. Staff anticipate posting Q&A on the website by April 10, 2026.

The proposal submittal due date is 5:00 PM on Tuesday, March 31, 2026. The comedy show is scheduled for Saturday, June 27, 2026.

The bid notice states that the City of San Leandro will pay the producer and performers directly.

The City of San Leandro staff will evaluate proposals based on responsiveness, the producer's resume, the caliber of proposed comedians, and the cost of the producer's services and the total cost for the proposed comedians.
