Contractor to provide personnel and management for Central Issue Facility (CIF) support services at Fort Indiantown Gap, Annville, PA. Services include issue, exchange, turn-in, records, warehouse, and customer service for OCIE. Period of performance is one year from June 15, 2026, to June 14, 2027. Telework is not authorized. Contractor must comply with installation access and security requirements, including background checks and potential Common Access Card (CAC) issuance. Contractor personnel must be clearly identified as such. Estimated annual workload is 3,840 man-hours.

Contractor personnel shall have demonstrated practical experience with logistics, warehouse, supply, retail issue, or CIF-type support operations. Experience with military clothing issue operations is preferred. They must also have working knowledge of Army regulations, procedures, and policies pertaining to CIF operations, records management, customer service, and Army correspondence. Personnel must be physically capable of standing for extended periods, moving throughout storage areas, and handling OCIE.
Failure to comply with requirements for returning issued CAC cards may result in withholding of final payment.
The government reserves the right to direct the removal of an employee from government property or revoke access to government systems for misconduct, security reasons, or any overt evidence of communicable disease.
