The project completion is scheduled for 420 days from the notice to proceed or within ten days of the notice to proceed or date agreed upon at the preconstruction meeting.

Retainage provisions set forth in Michigan Public Acts of ****, Act Number 524, shall be adhered to. Upon substantial completion, 90% of the work completed will be paid, less deductions. Final payment will be made upon final completion and acceptance.

A maintenance bond is required to keep in repair and make good any defect in material or construction that shall appear within one year from the date of the completion and acceptance of the work.

The city reserves the right to reject any or all bids, to waive any defects or irregularities in the bid, and to accept any bid which is deemed most advantageous to the said citys interests. The contract will be awarded to the bidder whose bid is in the best interests of the project.

All bidders are required to qualify according to the bidder qualification regulations for contractors bidding on city of Port Huron contracts as set forth in the instruction to bidders. Bidders failing to submit the statement of bidders qualifications and all bidders who fail to qualify will be rejected.

Contractor shall pay the city, liquidated damages, in the amount of $800 for each day and every day that shall elapse after the completion date until the work is actually completed.

Reasonable ground for believing that any bidder has an interest in more than one bid for the work may be cause for disqualification of that bidder and the rejection of all bids in which that bidder has an interest.

Proposals are due by Friday, July 31, 2026, by 3:00 p. m.

Payment terms are net 30 days upon receipt and acceptance.

The city will award the contract to the most responsive, responsible contractor having proven experience. The city reserves the right to award this contract not necessarily to the contractor with the lowest price but to the contractor that demonstrates the best ability to fulfill the requirements. Proposals will be evaluated based upon criteria formulated around the most important features of the service of which qualifications, experience, and timelines may be overriding factors, and price may not be as determinative of the award.

Contractor must be organized for providing electrical services with a minimum of five years of experience, have a proven ability for a contract startup date by September 14, 2026, and possess qualified staff with proper certifications and sufficient equipment.
