Sealed proposals are invited for a Council Chamber Audio/Video Technology Upgrade. Bids are due by 3:00 p. m. on July 14, 2026, and will be opened publicly. The project involves the installation and configuration of audio and video technology, including loudspeakers, microphones, a digital signal processor, and a PTZ camera system. A bid bond of not less than 5% of the total bid is required. The contract must be signed and bonds furnished within 10 calendar days of bid acceptance. Work is to commence no earlier than August 1, 2026, and be completed by October 1, 2026. Inquiries must be received at least seven calendar days prior to submission. Electronic bids are not acceptable. The city reserves the right to reject any or all proposals.
All work is to be completed by October 1st, 2026.
The city will make partial payments at monthly intervals based on certified estimates, retaining ten percent (10%) until final completion and acceptance. Final payment will be made upon full delivery and completion to the city's satisfaction.
The AV system shall be guaranteed for a period of one year from the date of acceptance against defective materials, design, workmanship, and improper adjustment. The AV contractor will honor any manufacturers warranties that exceed one year.
The AV contractor must have at least five (5) years of verifiable direct experience with similar systems, possess a fully staffed and equipped maintenance facility, and be licensed to perform work in the project jurisdiction. They must also have personnel with at least three (3) years of direct experience in similar work and a designated supervisor with at least five (5) years of direct experience.
If the work is not complete on or before the date set for completion, the contractor shall pay the city liquidated damages of one thousand dollars ($1,****) a calendar day until the work is satisfactorily completed.
Samples, when requested, must be furnished free of expense to the city and, if not destroyed, will upon request be returned at the bidder expense.
Any proposal that does not meet the all or none requirement will be disqualified. Paperwork not filled out properly or signed will cause the bid to be considered nonresponsive and shall be rejected.
