The Hawaii Tourism Authority (HTA) is seeking proposals for the Hilo Urban Trails Content and Experience Development project. The project involves planning and developing content, storytelling, trail framework, visitor orientation, and participation materials to enhance visitor experience in Hilo. The contract period is eight months, from October 2026 to May 2027, with a fixed price not exceeding $225,**** USD. Proposals are due by August 31, 2026, via electronic submission through the HIEPRO system. Key deliverables include a project workplan, trail framework, interpretive content, community and business participation plans, and physical activation materials. The selected offeror will not be responsible for building or maintaining the digital platform.
The proposal due date is August 31, 2026, at 2:00 p. m. Hawaii Standard Time (HST). The contract performance is estimated to start the week of October 5, 2026, and end May 31, 2027.
Invoices will be paid within 30 days upon verification of satisfactory performance. The contract is a fixed-price contract.
Proposals will be evaluated based on relevance of experience and qualifications, quality of proposed approach, past performance and case studies, references, and price. The award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the state.
Vendors must have a minimum of ten years of professional experience in tourism, destination management, visitor experience development, cultural interpretation, community engagement, trail planning, or related fields. They must also have proven expertise working with governmental agencies, tourism authorities, nonprofit organizations, cultural institutions, businesses, or community partners on public-facing projects.
Protests of RFP content must be received prior to the proposal due date. A written request for debriefing must be made within three working days after the posting of the award. A protest following a debriefing shall be filed within five working days.
Proposals may be rejected for reasons including late submissions, non-responsiveness, non-responsibleness (e. g. , lack of vendor compliance), failure to cooperate, falsification of information, felony conviction, or lobbying efforts.
The estimated total value for the contract is $225,**** USD, tax inclusive.
