contractor must submit for all required permits 10 calendar days prior to the event. Invoices must be pre-approved by the contracting officer before uploading to the TungstenOB10 electronic payment system. All submitted project pay applications require certified payroll and waste report documents to be current with each pay submission. Shop drawings and submittals of all material or equipment must be provided for review and approval at least 14 calendar days prior to the start of construction. All personnel must wear a VA-issued identification badge and are subject to fingerprinting and background investigations. The badging process takes a minimum of 35 days. The
contractor is responsible for ensuring all work is done by qualified personnel. The
contractor shall make an informed bid submission by working with suppliers and considering all potential long-lead items involved with the project. The
contractor shall notify the contracting officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the contracting officer of the cessation of such occurrence.
