The State of Hawaii Department of Health is seeking proposals for services to develop, implement, and monitor tobacco use education and cessation promotion campaigns for young adults (****). The proposal must include a transmittal letter, executive summary, project approach, organizational information, experience, and capabilities, pricing, compensation, exceptions, and attachments. The state reserves the right to add or delete terms and conditions during contract negotiations.

The evaluation of proposals will be conducted comprehensively, fairly, and impartially. The primary award will be made to the responsive, responsible offeror whose proposal is determined to be the most advantageous to the state based on the evaluation criteria listed in section 4, evaluation criteria.
Offerors must demonstrate the necessary skills, abilities, knowledge, and experience relating to the delivery of the proposed services. They should also provide a listing of verifiable experience with projects or contracts for the most recent five years that are pertinent to the proposed services. A minimum of five years of experience in developing large-scale, culturally appropriate, outcomes-focused multimedia health promotion campaigns, including at least 3 years specifically for promoting tobacco cessation and/or the **** year old demographic, is required. Offerors must also demonstrate verifiable expertise regarding Hawaii's local media outlets and experience in developing media planning strategies utilizing both traditional and digital media.
