This is a pre-solicitation notice for a request for proposal (RFP) to install
fences at Stilwell Housing, Kadena Air Base, Okinawa, Japan. The acquisition is for a firm fixed price contract. The estimated value is between $300,000 and $600,000. The performance period is approximately 163 calendar days. The successful offeror must be licensed and registered to perform work in Japan and registered in SAM. A solicitation will be available online in July 2025. A site visit will be coordinated within a week of the posted solicitation. Additional documents required include: asbestos and lead-based paint records, environmental protection plan (epp), safety data sheets (SDS), and drawings. The contractor is responsible for technical accuracy and compliance with applicable codes and standards. The contractor must coordinate with the project manager and other agencies involved in project reviews. The contractor must follow all terms and requirements of the contract award, specifications, and supplements. The contractor must provide and maintain construction signs, and a prominent sign listing prohibited items at the entry control point. The contractor must provide containers for storing furniture and equipment. The contractor must submit a schedule for utility outages at least 45 days in advance. The contractor must protect the surrounding area with approved protective materials. The contractor must restore, repair, and replace surfaces affected by removal and new work with finishes to match existing surfaces. The contractor must draft and submit an environmental protection plan (epp) and comply with the plan during the entire period of performance. The contractor is solely responsible for any delays attributed to the government's disapproval of plans that do not meet the defined requirements. The contractor must comply with all applicable sections of 29 cfr ****, 29 cfr ****, 29 cfr ****, 40 cfr 61, 40 cfr 763, jegs, and attached federal acquisition regulations (FAR) and technical specifications. All asbestos and lead-based paint work must comply with the attached specifications. The government has provided records of known asbestos and lead-based paint in the facilities. The contractor must consult with certified project designers and building inspectors to determine if additional sampling and analysis is needed. The contractor must avoid unnecessary asbestos/lead-based paint sampling and abatement work where standard industry practices and regulatory criteria allow alternative methods. The contractor must consult with subject matter experts to ensure work practices meet minimum compliance requirements. All disturbances of asbestos/lead-based paint must be barricaded. Wet methods and other engineering controls must be employed to prevent the dispersal of airborne dust or debris. If onsite visual evaluation identifies damaged areas requiring significant surface disturbance, submit a surface assessment report to the contracting officer. If sampling and analysis is required, submit an asbestos sampling plan (ASP) and/or lead sampling plan (LSP) to the contracting officer for approval. If laboratory analysis identifies regulated materials, submit an asbestos sampling and analysis report (ASR) and/or lead sampling and analysis report (LSR), a proposal describing how work at each area with regulated materials shall be conducted, the total cost of the proposed work including waste disposal, and a revised schedule to account for delays. If laboratory analysis does not identify regulated materials, submit the ASR, LSR, and sampling costs to the contracting officer. Under no circumstances may the contractor conduct surface disturbance activities in occupied areas without written permission from the contracting officer. If required by Japanese regulations to submit facility-specific asbestos survey data to the Japanese government, consult with 18cons and submit the completed documents to the contracting officer for authorization to
