This is a Request for Quotation (RFQ) for services to restore the Marine Security Guards Residence (MSGR) gym room floor at the US Embassy in Brazzaville. The scope of work includes demolition and replacement of the existing concrete slab, installation of reinforcement steel rebar, and placement and finishing of new concrete. Bidders must be technically qualified and financially responsible, with prior construction experience and local business presence or plans to establish one. Quotations are due by May 7, 2026, and must be submitted electronically in English. The contract will be awarded on a firm-fixed-price basis to the lowest priced, acceptable, responsible quoter. A mandatory site visit is scheduled for April 30, 2026. Security review of employees and subcontractors is required within 5 business days of the notice to proceed. The contractor must adhere to strict safety protocols as outlined in the solicitation, including the US Army Corps of Engineers Safety and Health Requirements Manual (EM ****). The period of performance is 12 business days from the notice to proceed.
The contractor shall commence work under this contract within 5 calendar days after the date the contractor receives the notice to proceed, and complete the entire work ready for use not later than 12 days after NTP. The time stated for completion shall include final cleanup of the premises.
Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. Under the authority of FAR ****, the 14-day period identified in FAR ****1ai is hereby changed to 30 days.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to reject quotations that are unreasonably low or high in price.
Offerors/quoters must be technically qualified and financially responsible to perform the work described in this solicitation. At a minimum, each offeror/quoter must meet requirements including understanding English, having an established business or plans to establish one, proof of SAM registration, prior construction experience, necessary personnel and resources, local licenses and permits, ability to obtain performance security, no adverse criminal record, and no political or business affiliation contrary to US interests.
If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of 25,000 FCFA for each calendar day of delay until the work is completed or accepted.
A site visit has been scheduled for April 30, 2026. Participants will meet at the US Embassy Brazzaville Chancery.
