The proposal due date is September 23, 2026, at 2:00 PM Pacific Standard Time.

Pricing is based on a per member per month (PMPM) rate. Options include a comprehensive full-risk solution or a third-party administrative (TPA) model.

Proposals will be evaluated based on experience with geriatric and medically frail populations, access and provider network, ability to provide services at home and at a PACE location, PACE model experience, and price.

Proposers must have at least five years of experience providing dental care to the elderly population, a minimum of two years experience with the PACE model of care, and demonstrated capability to provide utilization reports in the standard 837d format.

Protests relating to the content of the solicitation or an addendum must be filed within five business days after the date Caloptima releases the solicitation or addendum.

Proposals may be deemed nonresponsive if they are conditional, include material exceptions, or if proposers violate communication restrictions.

Any future solicitation could only be awarded to a contractor who is registered in SAM. To receive award based on VOSB or SDVOSB status you must be registered in the SBA database.

Proposals not conforming to specifications or submitted late may be grounds for rejection. any deviation may be grounds for rejection of the bidproposal.

Payment for items acquired under this proposal will be paid net, 30 days after satisfactory receipt of goods ordered, or receipt of invoice, whichever occurs last.

The city shall consider purchase prices, reputation of the vendor and their goods/services, quality of goods/services, extent to which goods/services meet city needs, vendor's past relationship with the city, impact on compliance with laws relating to historically underutilized businesses, total long-term cost, and any other relevant factor.

A non-mandatory but recommended pre-proposal conference will be held on June 18, 2026, at 10:00 am via Zoom.
