This is a modification to extend the period of performance for off-range pasture (ORP) support services for wild horses and burros. The extension is for six months, from July 1, 2026, through December 31, 2026. The justification for other than full and open competition is based on the unique qualifications of the incumbent contractor, Sharon Riddle, who has approximately fifteen years of experience and approved facilities. A new procurement process for alternative facilities would take at least six months, making a transition infeasible and potentially harmful to the animals. The estimated value of the extension is for 184 days. A public notice will be posted on SAM. gov. The price for the extension is the same unit rate as the current task order and has been determined to be fair and reasonable.
