Deliveries are scheduled in three separate time frames: Delivery 1 between October 1, 2026 and December 31, 2026; Delivery 2 between March 1, 2027 and April 17, 2027; and Delivery 3 between May 18, 2027 and June 18, 2027. Delivery of the alfalfa hay shall occur in four (4) separate time frames.

Payment will be made by electronic funds transfer through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform system IPP.

The award will be made to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered, using the lowest priced technically acceptable method. The government intends to use the lowest priced technically acceptable as the basis for award.

To be determined technically acceptable, the quoter shall provide a certification form indicating the alfalfa hay meets all specifications and that all alfalfa hay will be unloaded using a hay squeeze and within the required delivery schedule. To be determined technically acceptable the quoter shall provide a certification form attachment 4 that indicates the alfalfa hay meets all specifications attachment 2 and that all alfalfa hay will be unloaded upon delivery using a hay squeeze and within the required delivery schedule.

Proposals must be received by Friday, September 4, 2026, at 4:30 p. m. C. S. T.

The county will select the entity that most closely meets their needs, emphasizing timely project completion, deconstruction/disassembly experience, and experience with sensitive resources. Money will be considered but is not the sole determining factor.

Proposals must include project proposal, key personnel qualifications, company experience in solid and hazardous waste removal and disposal, subcontractor information, and any potential conflicts of interest.

Questions relating to the project requirements and RFP contents may be submitted in writing or by email by 4:30 pm C. S. T. on August 21, 2026.

Failure to submit a proposal on time may be grounds for rejection. Proposals received after the deadline will not be accepted.

Interested parties must be registered in the System for Award Management, capable of receiving government contracts, and qualified to perform required services.

Delivery shall be made within 360 days of the commencement date indicated on the notice to proceed (NTP).

Payments will be authorized after completion of performance or delivery and acceptance by the director, and after invoices are received. Payments shall be made no later than thirty (30) calendar days following receipt of the statement for goods received and services completed.

BEV: Manufacturers 8-year or 100,000-mile warranty on EV system components, including battery pack. PHEV/HEV: Manufacturers 8-year or 100,000-mile warranty on hybrid system components, including battery pack. Manufacturers standard bumper-to-bumper warranty on all other items. All warranties expressed or implied must be submitted in writing and will become a part of the contract.

The city shall make award to the responsive and responsible offerors with the lowest evaluated total price for the highest preference listed for each item.

Offerors must satisfy the license requirement of chapter 437 of the Hawaii Revised Statutes. Prior to award, the successful offeror must be registered as compliant on the State of Hawaii Compliance Express System or submit required tax clearances and certificates of compliance.

Failure to meet contract requirements will constitute a breach of contract that may result in suspension or debarment, and the exercise of rights and remedies as provided by law.

Deadline to submit requests for clarifications/substitutions: July 27, 2026.

Offers may be rejected as nonresponsive if fields for brand name, model number, and/or packaging are left blank. Failure to submit a hard copy offer before the deadline will be cause for rejection. Offerors that cannot provide proof of compliance with motor vehicle industry licensing requirements will be rejected.
