The period of performance for this software renewal is from 06/01/2026 to 05/31/2027.

The bid includes 1-year support for the SolidWorks licenses.

The deadline for submission of proposals is Friday, June 26, 2026, at 3:00 p. m. Proposals received after this time will be rejected.

The bid notice states that the city pays its invoices within 30 days of their receipt. If your billing and payment expectations differ, you should outline those differences.

The proposals will be evaluated using criteria and weighting to determine the proposal that offers the best value to the city. The evaluation criteria include: Proposer's Qualification and Experience (15%), System Design, Architecture and Capabilities (30%), Customer Support, Warranty and Maintenance (20%), Delivery Schedule and Timeline (15%), and Price Proposal (20%).

Proposers must demonstrate their qualifications and experience, including the qualifications of key personnel and team members, past performance, references, system design, architecture, capabilities, customer support, warranty, and maintenance. The proposal must also include a detailed implementation schedule.

The deadline for submission of written questions is June 13, 2026, at 5 p. m.

Failure to participate in an interview, if elected by the city, may result in disqualification from consideration for the project. Material misstatements and/or inaccuracies in the proposal may also be grounds for rejection or termination.

The contract period is one 1 year with four 4 one 1 year renewals and is scheduled with initiation of the contract period following approval by the swbno board of directors board and issuance of notice to proceed and purchase order. The total potential contract period shall not exceed five 5 years.

The board shall pay proposer in accordance with the contracted prices. The proposer will invoice the agency at the billing address designated by the agency. Payments will be made by the agency within approximately fortyfive 45 calendar days after receipt of a properly executed invoice, and approval by the department or designee.

The selection committee will first evaluate and score responsive RFP responses on the criteria listed below and provide an assessment of that score. Consensus scoring: the selection committee will review each qualified technical proposal then score by consensus. The members of the selection committee will complete the numerical grading 0-5 with the criteria weighted as shown below, and provide a written explanation stating the reasons for the rating for each criteria. The selection committee shall first evaluate the proposals on the basis of criteria other than price.

Proposers must provide information about their company so that the board can evaluate the proposer's stability and ability to support the commitments set forth in response to the RFP. In addition to providing responses to the following items, the proposers must complete the attachment Company Background Form of this RFP.

A SWBNO shall provide written notice to the contractor of any performance deficiency subject to remedy under this section. The contractor shall have ten 10 business days to respond in writing with an explanation or corrective action plan, unless a shorter period is specified for a particular standard. Remedies shall be deducted from the next monthly invoice following determination of the deficiency.

Failure to follow these instructions may result in rejection. Failure to request consent shall be grounds for default under this contract.
