The U. S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking to procure portable handheld scanners for the Colombian Army. The procurement includes handheld X-ray imagers, modular transmission panels, and training for 40 students on the operation of the X-ray imagers. The training will be conducted in Spanish and will include classroom instruction and hands-on practical training. The contractor is responsible for all travel, lodging, and meals for the instructor. Delivery is to be made to INL's warehouse in Bogotá, Colombia, or to their freight forwarder in Miami, FL, USA. The contractor must provide a minimum 12-month warranty for all items. The U. S. government will not reimburse for VAT or IVA. The award will be made to the lowest priced, technically acceptable, responsible quoter. Vendors must prove experience in at least three contracts of similar or superior characteristics. Product samples may be required within the selection process. Responses to this solicitation are due no later than Thursday, May 14, 2026, at 3:00 PM EST. Questions or requests for clarifications shall be accepted until Wednesday, May 12, 2026, at 5:00 PM EST.
The contractor shall deliver the training no later than twenty 20 calendar days after the X-ray imagers arrive to the Colombian Army. The response to this solicitation is due no later than Thursday, May 14, 2026, at 3:00 PM EST.
The payments to the contractor shall be made following satisfactory inspection and acceptance of products by the office of INL.
The items delivered must have at a minimum 12-month warranty from date of delivery, with a locally supported general warranty. All items covered under warranty for a minimum of 12 months from date of acceptance, or standard commercial warranty, whichever is longer.
Award will be made to the lowest priced, technically acceptable, responsible quoter.
The bidder shall prove experience in at least three 3 contracts of similar or superior characteristics to those of this project, with a value greater than USD50,000 each.
Any penalties rendered to the contractor, as a direct result of being found non compliance with AECA and ITAR will be the responsibility of the contractor.
If applicable stated in item description, vendors must submit a product sample within the selection process.
