The Massachusetts Technology Collaborative (MassTech) is issuing a Request for Qualifications (RFQ) for BEAD Non-Deployment Response Support. This RFQ seeks to prequalify vendors to provide strategic, technical, and project management support related to forthcoming federal guidance governing Broadband Equity, Access, and Deployment (BEAD) non-deployment funding. Vendors will be expected to monitor and synthesize federal guidance, provide project management support, offer subject matter expertise, and assist with programmatic documentation development and submission. Responses are due by 5 PM EST on April 30, 2026. MassTech will reimburse chosen vendors on a milestone deliverable basis. The selection of a respondent to be prequalified may be based on criteria including demonstrated capacity, qualifications and experience, reasonableness of proposed budget and schedule, quality of proposed approach, familiarity with BEAD program requirements, and knowledge of broadband infrastructure projects in Massachusetts. Respondents must provide a description of their qualifications to perform the services, a technical proposal, bios/resumes of key personnel, examples of similar engagements, references, and their UEI number and a signed W9. The notice states, Required submissions all applications must include the items listed below: application cover sheet attachment a application, which shall include: o a description of respondent including descriptions of proposed subcontractors, if any, whether respondents is a minority or women owned business, and respondents qualifications to perform the services. o a technical proposal not to exceed 5 pages, including proposed approach, methodology, experience, staffing plan, project management approach and availability. o bios or resumes of all key project personnel proposed by respondent.
