Seeking proposals and qualifications for heavy mechanical, construction, maintenance, and repair services port-wide. Contract duration is one year with potential for four yearly renewals. Submissions require a Statement of Qualifications (SOQ) and a proposal. Contractors must be licensed and experienced in industrial work, including bulk handling equipment. Work is on an hourly basis as needed. The Port operates 24/7. Submissions are due by August 12, 2026, 5:00 PM CDT. Late submissions will be rejected. Questions are due by July 29, 2026. Award will be based on demonstrated competence, qualifications, and cost. Price adjustments may be made annually based on CPI. Payment terms are net 30 days.

Final selection and contract award will be based entirely on demonstrated competence and qualifications. Fee negotiation will follow with the highest-ranked contractor.
Contractors must be licensed, have top qualifications, skilled crafts, a wide variety of dependable equipment, and prior acceptable industrial work experience. The contractor must adequately demonstrate this experience in their SOQ in the form of references, photos, reports, existing contracts, etc.
The contractor can be dismissed for inferior work or failure to perform. If the contractor to whom this contract is awarded does not provide adequate service or workmanship, the department reserves the right to cancel the contract and reprocure this work excluding that contractor from consideration.
Contractors may be disqualified for submitting more than one proposal from the same entity, evidence of collusion, non-compliance with Alabama licensing laws, or failure to qualify with the Secretary of State if an out-of-state contractor.
