This is an Expression of Interest (EOI) from the West Virginia School of Osteopathic Medicine (WVSOM) for professional design, engineering, and consulting services for roadway and intersection improvements. The project involves redesigning the intersection of Lee Street, Jefferson Street, and Silo Lane in Lewisburg, and extending Silo Lane to connect to the Dwyer Lane parking lot. Qualified architectural and engineering firms are invited to submit their EOIs. A mandatory pre-bid meeting will be held on Monday, May 18, 2026, at 1:00 PM. The bid opening date is June 1, 2026, at 3:00 p. m. Delivery of a bid after the bid opening date and time will result in bid disqualification.
The bid notice states that payments for goods/services will be made in arrears only upon receipt of a proper invoice, detailing the goods/services provided or receipt of the goods/services, whichever is later. Payments for software maintenance, licenses, or subscriptions may be paid annually in advance.
The vendor expressly warrants that the goods and/or services covered by this contract will conform to the specifications, drawings, samples, or other description furnished or specified by the agency, be merchantable and fit for the purpose intended, and be free from defect in material and workmanship.
The agency will evaluate three firms based on qualifications, experience, and past performance (60 points), anticipated concepts and methods of approach (25 points), and oral interview (15 points), for a total of 100 points. The state shall select the best value solution according to W. Va. Code 5G-1-3.
Vendors must include a statement of qualifications and performance data, including information regarding staff qualifications and experience, references, copies of certifications or degrees, proposed staffing plan, and descriptions of past projects completed.
The bid notice mentions liquidated damages, stating that vendor shall pay liquidated damages in the amount specified below or as described in the specifications. However, it also states that liquidated damages are not included in this contract.
