The Illinois Department of Natural Resources is seeking bids for agricultural farming services on state-owned property at Stephen A. Forbes State Park. The lease term is from March 1, 2026, to February 28, 2031, with a non-mandatory pre-bid meeting on October 21, 2025. The lessee must guarantee lease payment by submitting the full amount of rent within thirty days after contract execution and before March 1st each year, or by providing an irrevocable letter of credit. Additional services are allowed, and the total price of the contract is firm. The contract may not be renewed. The state may terminate the contract under certain conditions. The vendor must provide all necessary labor, machinery, tools, seed, fertilizer, equipment, and insurance. The vendor must also provide an equipment list. The vendor must personally farm the lands and is responsible for controlling all weeds and pests. The agency reserves the right to inspect and investigate the lessee's equipment and personnel records. The lessee must document the use of the land and submit relevant records by December 15th annually. The vendor must not use any neonicotinoid or dicamba on the property. The vendor must meet, maintain, or affect improvements towards the IDNR ag lease min soil test levels for ag fields. The vendor must not store any items on state property without written permission. Subcontractors are not allowed. The vendor must comply with all applicable laws. The state will not pay for supplies or services rendered prior to the execution of the contract. The vendor must pay its employees prevailing wages when required by law. The vendor must send invoices to the specified address. The contract may not be assigned or transferred without the state's written consent. The vendor and its subcontractors must maintain books and records for a specified period. Time is of the essence. The vendor warrants that the supplies furnished will conform to the standards and specifications. The vendor warrants that all services will be performed to meet the requirements of this contract in an efficient and effective manner by trained and competent personnel.
