The equipment is to be delivered to the Philadelphia VA Medical Center, **** Woodland Avenue, Philadelphia, PA ****, USA. The delivery date is to be filled in by the vendor.

Payment will be made by the Austin Payment Center, Department of Veterans Affairs. Invoices shall be submitted upon delivery and acceptance by the government.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factor is lowest price technically acceptable in accordance with the statement of need.

Offerors must be registered in the System for Award Management (SAM). Vendors must read the solicitation in its entirety and carefully read the instructions to offerors. Failure to complete and provide all documentation required will result in the offer being eliminated.

In the event of the contractor's or a subcontractor's noncompliance with the DEI clause, the contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.

Payment will be made by electronic invoicing. Payment for materials stored offsite is not authorized unless otherwise approved by the CO.

Award will be made to the responsible SDVOSB whose offer conforms to the solicitation and is most advantageous to the government, price and other factors considered, using the Lowest Price Technically Acceptable (LPTA) process.

Offerors must be registered in SAM. gov and SBA DSBS. Joint ventures must submit proof of SBA DSBS or SDVOSB certification. Contractors must have no more than three serious OSHA violations or one repeat/willful OSHA violation in the past three years.

If the successful bidder fails to execute contractual documents or furnish bonds within 10 days after receipt of the forms, the contracting officer may terminate the contract for default. In such cases, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid.

A mandatory site visit is scheduled for July 9, 2026, at 2 PM CDT. Meet at Building No. 35. There will only be one site visit for this project.

Initial inventory assessment is due within 45 calendar days of award. Annual inspection and deficiency reports are due within 10 business days after inspection completion. Repair completion reports are due within 10 business days after repair completion. Certification reports are due within 10 business days following completion of repairs. An updated inventory database is due annually.
